Koh Tao diving is varied with over 20 sites around the small island. Winter time Nov - Feb there is not so much diving if you're staying on Koh Samui but you can still get dives from KT.
KT is good for beginners compared to Koh Phi Phi (diving is way better on PP) but they do dump a lot of waste into the sea, no sewage farm there. They dont care how much oil floods out into the sea at times either from the boats.
Electricity can be problematic at times depending upon which one you get, government or other (expensive up to 40 baht per unit).
Whalesharks can be seen from may - oct, sometimes november, blue spotted lagoon rays, morays, giant parrotfish, seahorses, very few lionfish, there are wrecks there but for the advanced and above only as they tend to be deco dives.
No real problm with mosquitos and less hassle from bar girls.
You do have to be careful with which dive schools you opt for as sometimes the equipment is lacking, I should know as I was a freelance instructor there.
Always ask to see your instructor / divemasters cert card for safety.
Some of the larger schools are more like factories as they churn the divers out, so try some of the smaller schools.
Diving on the east coast of KT is also very good, wih dive schools there as well.
Prices on the island are a bit higher than on Samui, but not that much.
Lots of massage parlors so you can wind down after your diving, not too much for non-divers though on KT.
And by no means least if you happen to be there for Full Moon Party on Koh Phangnan well.... if you do go DO NOT take too much money, max 2000 bht, leave cameras and expensive phones at home as they have pick pockets there (children).
Chumpon Pinnacle is good dive site 40m-45m max, sharks, batfish, giant cod, angler fish. Early morning start for Chumpon.
BEWARE OF THE TRIGGERFISH there, they can and will attack you, not like on Koh Phi Phi.
